Notes:
Unlike the Java Market, users do need to know about the Frugal System before they can take advantage of it in their code. However, although the Frugal System lacks true transparency, users can easily add Frugal support to their programs -- it does not require complex coding or redesign.
The package meets all of our other design objectives.
